A complete checklist of documents PSPs require for merchant account applications in 2026 — business, financial, compliance, and website documentation.

PSP onboarding applications fail or get delayed most often for the same reason: missing or inadequate documentation. Processors need to verify your business identity, assess your financial risk, and confirm your operations are compliant with card network rules. Having the right documents prepared before you start the application dramatically shortens the process.

This checklist covers what every PSP will ask for, plus additional requirements for high-risk categories.

Core Document Checklist

Business Identity Documents

  1. Certificate of incorporation or business registration certificate
  2. Articles of association or operating agreement (LLC/Ltd)
  3. Proof of business address (utility bill, bank statement, or lease agreement in company name — issued within 90 days)
  4. Company registration number / EIN (US) or equivalent
  5. Business license (if your category requires one)
  6. VAT or tax registration number (EU/UK merchants)

Beneficial Owner / UBO Documents

  1. Government-issued photo ID for all beneficial owners holding 25%+ of the company
  2. Proof of address for each beneficial owner (within 90 days)
  3. UBO declaration form (most processors provide a template)
  4. For complex ownership structures: organizational chart showing all entities and ownership percentages

Financial Documents

  1. 3–6 months of business bank statements
  2. 3–6 months of processing statements from current/previous PSP (if applicable), showing:
    • Monthly transaction volume

    • Average transaction value
  3. Most recent audited financial statements (required by larger processors for merchants processing $5M+ annually)
  4. VAT returns or tax returns (sometimes requested for EU/UK merchants)

Website and Operations

  1. Live website URL with active product/service descriptions
  2. Terms of service page (must include refund/cancellation policy)
  3. Privacy policy page compliant with GDPR/CCPA
  4. Contact page with working email and phone number
  5. Clear pricing page or product descriptions with amounts
  6. Checkout flow documentation or screenshots (for platforms with embedded payments)

Payment Specifics

  1. Descriptor name and URL you want to appear on cardholder statements
  2. Projected monthly processing volume
  3. Projected average transaction value
  4. Countries you'll be processing from / shipping to
  5. Product/service description (2–3 sentences, clear and specific)

Subscription / Continuity Billing

  1. Sample email showing the free trial terms and billing disclosure sent to customers
  2. Cancellation flow documentation or screenshots

Financial Services / Lending

  1. FCA authorization (UK), state lending licenses (US), or equivalent

  1. IATA accreditation (airlines/travel agents)
  2. ATOL/ABTA bond documentation (UK merchants)
  3. Escrow or trust account documentation for advance payments

  1. FDA facility registration (US manufacturers)
  2. GMP certification (Good Manufacturing Practice)
  3. Product ingredient list and any relevant health claim substantiation

How to Present Your Documents

Most PSPs accept PDF format. Combine multi-page documents into single PDFs per document type rather than sending dozens of individual files.

Label files clearly: Company_Name_Incorporation_Certificate.pdf is faster to process than document1.pdf.

Bank statements and processing history are the documents most likely to require follow-up — processors compare the numbers you declare in your application against what the statements show. Inconsistencies slow the review.

Which documents are most commonly missing in PSP applications?

UBO documentation and processing history are the most common gaps. Many applicants don't realize that shareholders below the 25% threshold may also need to be disclosed depending on the processor's AML requirements.

Do I need all documents before starting the application?

What if my company is newly incorporated with no processing history?

New companies without processing history are treated as higher risk. Compensating factors include: strong personal credit history of directors, significant capital in the business bank account, a detailed business plan, and a credible projected volume that doesn't exceed what your current business size could plausibly generate.
